補習-外債餘額 outstanding external debt

中國國家外匯管理局19日公佈了中國最新外債數據。截至去年9月末，中國外債餘額為5464.49億美元，其中美元債務占71.91%，儘管較去年一季度末占比略有下降，但較2009年末仍上升4.15個百分點。

China’s outstanding external debt(excluding that of Hong Kong SAR, Macao SAR and Taiwan province) reached $546.449 billion, said the State Administration of Foreign Exchange (SAFE) on Wednesday.

中國國家外匯管理局週三稱，中國的外債餘額（不包括香港特區、澳門特區和台灣省）達到了5464.49億美元。

在上面的報道中，outstanding external debt指的是「外債餘額」，external debt即「外債」。外債餘額是指國有商業銀行總行及其境內外分支機構，向境外的金融機構或其他企業、機構、個人籌借並供境內使用且尚未償還的，以外國貨幣承擔契約性償還義務的所有債務總額。Outstanding在這裡的意思是「未支付的」。

數據顯示，short term external debt（短期外債）在我國外債中所佔比例繼續上升。其中，trade credit（貿易信貸）和trade finance（貿易融資）占短期外債餘額的78.17%，這與中國近年外貿迅猛發展相關。
