School principals in North District are bracing for chaotic scenes on Saturday, when the Education Bureau announces the allocation for Primary One places.<\/p>\n
There is a shortage of school places in the district – and a lack of information on the temporary arrangements being made for affected pupils.<\/p>\n
An influx of Hong Kong-born students whose parents are mainlanders crossing the border to come to school is one cause of the shortage.<\/p>\n
The bureau, which earlier estimated there would be a shortage of 1,400 Primary One places in the district, proposed three solutions, including adding 14 more Primary One classes and “borrowing” 400 places from the adjacent Tai Po District.<\/p>\n
The bureau is also studying the possibility of adding five students to each class – enlarging classes of 25 students to 30, and classes of 30 students to 35. It also promised to make arrangements for students forced to study elsewhere to eventually return to schools in North District. However, these details have not been announced.<\/p>\n
A source told The Standard that under the return mechanism parents must register their child with the bureau. They will be given a week to consider whether to keep their children where they have been assigned or to return to North District.<\/p>\n
Speaking at a forum, North District Primary School Heads Association chairman Chan Siu-hung said that based on bureau estimates, half of the 400 students assigned to Tai Po will return to North District.<\/p>\n
“However, as the bureau has refused to give us exact figures, it is hard for schools to plan on how many teachers to hire,” he said.<\/p>\n
“It makes me suspect that the real number will be much higher than 1,400.”<\/p>\n
Chan also said it is difficult for schools to plan ahead as they have no details about the return mechanism the bureau has in mind.<\/p>\n
“We also have other concerns such as how do parents of children assigned to other districts register for the return mechanism, whether their children will be assigned randomly to a school in the district, or whether they can choose a school that is closer to where they live,” Chan said.<\/p>\n
“I wonder why the bureau cannot put down everything in black and white. This will only get parents anxious.”<\/p>\n
Some parents attending the forum said they are worried that their children will be given places far away from home due to competition from Hong Kong children residing in Shenzhen.<\/p>\n
A bureau spokesman said the practical details of the return mechanism will be announced at an appropriate time, but stressed that cross-border students are not eligible. <\/p>\n<\/p>\n
