Schools slow on sex-pest uptake

Less than half of schools have adopted a policy statement on sexual harassment, the Equal Opportunities Commission said.<\/p>\n
Surveying 300 schools last month, the commission found only 47percent have such policies.<\/p>\n
Research committee chairman John Tse Wing- ling described the situation as alarming.<\/p>\n
“School principals seem to have tried to ignore the fact sexual harassment is happening around every corner on their campus every day,” Tse said.<\/p>\n
Nearly 20percent of respondents said there is no need for a “zero-tolerance” policy statement because sexual harassment is not occurring.<\/p>\n
A further 61percent said they have put the agenda aside as “staff are not trained in formulating the related policy statement,” and 45percent said there is “no urgency” to set out a statement.<\/p>\n
Thirty-five schools revealed they have received complaints related to sexual harassment, yet nine among them are still reluctant to set out a policy statement, the survey found.<\/p>\n
“Some are passively in denial,” Tse said. “School management worries society will label them if they highlight the problem in a high-profile manner. But frankly, school workers should face the fact that sexual harassment may be commonly found everywhere, every day.”<\/p>\n
Tse said 69percent of schools have no intention of adopting a formal policy within the year.<\/p>\n
Therefore, the commission will roll out three important tasks to encourage the education sector to face the issue proactively.<\/p>\n
Individuals will be trained and dispatched across districts to pass on the message and educate the public.<\/p>\n
The commission will also meet the Education Bureau to urge it to take the lead, especially among government and subsidized schools.<\/p>\n
The commission will also draft sample policy statements on sexual harassment for schools to take reference from in deciding their own versions, Tse said.<\/p>\n
“I hope a sample statement will help encourage management to take their first step in combating sexual harassment at schools.”<\/p>\n<\/p>\n
